Recreational Equipment Policy Council approved the revised Recreational Equipment Rental Policy, which expands access to more community groups while strengthening liability and insurance requirements. The updated policy clarifies renter responsibilities, improves cancellation terms, and aligns with municipal risk management best practices. Tax Recovery Auction Council approved holding a property auction on October 17, 2025, for tax recovery, and made a motion to designate CAO Jatin Saini as the auctioneer. Reserve bids will be based on 2024 market values or market estimates provided by the property assessor and conditions of sale include 10% down for sales over $100,000 and 25% down for sales under $100,000.  Arena Equipment Storage and Equipment Council directed Administration to contact the Berwyn Arena Society regarding unclaimed equipment and authorized the disposal of any items not retrieved by August 10, 2025. Administration was also directed to reach out to nearby municipalities and inquire about sourcing outdoor boards for a potential outdoor rink.

Resident Delegation Council heard concerns from a resident regarding their utility account and requested that Administration investigate and address the issue promptly. Community Garden Society Council directed Administration to contact the Community Garden Society to explore the possibility of them maintaining the Village of Berwyn’s flower boxes, with the offer to provide access to Public Works equipment. Funds from the Community Grant would be utilized to support this initiative.

Signage and Conduct Policy - Village Office Council directed Administration to install signage stating that abuse of any kind toward staff will not be tolerated. The signs will also note that video surveillance is in use at the Village office and that individuals entering Village property are by default consenting to being recorded. If a person becomes aggressive or refuses to calm down, staff may stop service and ask them to leave. These measures are in place to keep the workplace safe and respectful for everyone. Local Government Fiscal Framework (LGFF) Funding Council discussed potential uses for the Village of Berwyn’s 2025 LGFF grant funding, with initial ideas including curb, gutter, and sidewalk repairs, a bike park, and an outdoor rink. Administration was directed to obtain quotes for these proposed projects for Council's review. The Local Government Fiscal Framework (LGFF) provides predictable, sustainable capital funding to support municipal infrastructure priorities. Tax Installment Bylaw Council passed all three readings of Bylaw No. 726 – Monthly Tax Payment Agreement Bylaw, replacing the outdated Bylaw No. 387. The updated bylaw introduces clear eligibility requirements, including a zero balance as of December 31 of the previous year, no defaults in the prior year (unless approved by the CAO), and an annual application deadline of January 20. It also outlines a segmented approach to defaults, giving residents fair notice while supporting more predictable municipal cash flow. The bylaw is fully aligned with the Municipal Government Act and comes into effect on January 1, 2026. Letter of Support for Ken Sargent House Council reviewed a request for a letter of support for the Ken Sargent House grant application. Located beside the Grande Prairie Hospital, the Ken Sargent House will offer affordable, supportive accommodations for individuals and families traveling to the city for medical care. The project aims to ease the burden on patients and their loved ones during times of health crisis by providing a safe, welcoming place to stay. Completion is anticipated by late fall or early winter of 2026.
