Council Meeting Highlights - June 17, 2026

Councillor Resignation Council accepted the resignation of Councillor Patrick O'Brien on June 17, 2026 and declared the office of Councillor vacant. Patrick was elected to Council during the October 2025 municipal election and has served the community with dedication and care. On behalf of Council, Administration, and the residents of Berwyn, we extend our sincere appreciation for Patrick's service and contributions to the community and wish him all the best in his future endeavours. 

Public Meeting Date Set for Fall

A public engagement meeting will be held on September 15, 2026, providing residents with an opportunity to connect with Council, ask questions, share feedback, discuss concerns, and contribute ideas for the future of the community. All residents are encouraged to attend, and more information will be provided closer to the meeting date.

Village Property and Asset Tour

Members of Council and Administration will participate in a tour of Village properties and assets on June 27, 2026. The tour will provide an opportunity to review municipal infrastructure, facilities, and operational assets throughout the community.

Capital Plan Approval/Viability Review Update

Council approved the Village's 2026 Viability Review Recommendations Update, updated 10-Year Capital Plan documents, and related policy updates for submission to Alberta Municipal Affairs. The updates reflect progress made on recommendations from the Municipal Affairs Viability Review process and support ongoing infrastructure planning and long-term financial sustainability.

Letter from Resident

A letter from a resident regarding various operational matters was reviewed and accepted as information. Administration was directed to share relevant items with applicable staff. 

PREDA Board of Directors

Council approved that Deputy Mayor Brian Carreau be added to the slate of nominees for one of six Board of Directors positions at the upcoming Peace Region Economic Development Alliance (PREDA) Annual General Meeting on June 26, 2026. Deputy Mayor Carreau currently attends PREDA meetings as the Village's representative, with Mayor Nicole Johnson as the alternate.

Dust Control

Council reviewed information on potential dust control programs used by neighbouring municipalities. These programs can help reduce dust for residents living near gravel roads and improve road conditions. As no funding was allocated for a dust control program in the 2026 Operating Budget, Council directed Administration to bring the matter forward for consideration during the 2027 budget discussions.

50 Street Speed Limit

Council reviewed options to reduce the speed limit on 50 Street in response to traffic safety concerns. Motions to reduce the speed limit to both 40 km/h and 30 km/h were considered but defeated by Council. As a result, the speed limit on 50 Street will remain at 50 km/h.

Campground Operation Survey

The results of the Campground Operations Survey were reviewed following feedback from 22 residents regarding the operation, management, and rules of the Berwyn Campground. Appreciation was extended to those who participated, and the report was accepted as information. The report is available on the Village of Berwyn website at berwyn.ca.

Municipal Reserve Policy

Council approved a new Municipal Reserve Policy that combines existing reserve policies into one document, providing clear direction for managing reserve funds and supporting future infrastructure needs. The policy also addresses recommendations from the Municipal Viability Review.

Procedural Bylaw Amendment

A new Council Roundtable section will be added to regular Council meeting agendas following approval of Procedural Bylaw Amendment 718B. The Roundtable will provide an opportunity for Council and Administration to discuss emerging opportunities, community concerns, future projects, and other matters of municipal interest, while ensuring that all formal decisions and direction continue to be addressed through the regular Council process.

Utility Bylaw Discussion and Fee Schedule Review

The proposed Utility Bylaw 702 and Fee Schedule Bylaw 719 were reviewed and discussed before being accepted as information. The bylaws are intended to provide updated guidance regarding utility services, rates and fees, infrastructure responsibilities, water meter requirements, and utility management practices, helping to provide greater clarity for both residents and the Village.

Utility Bylaw Amendment

Council approved first reading of Utility Bylaw Amendment Bylaw No. 730. The proposed amendments are intended to clarify responsibilities related to water and sewer infrastructure, strengthen requirements for water meter protection and maintenance, update references to current provincial legislation, and provide greater clarity for both residents and the Village regarding utility services and infrastructure management.

Property Tax Bylaw

Bylaw No. 729A received all three readings, updating the 2026 Property Tax Bylaw to reflect revised assessment information and provincial requisition requirements. The amendment is administrative in nature and does not change the approved municipal tax levy or the 2026 Operating Budget.

The next regular Council Meeting will be held on Thursday, July 23, 2026, at 6 pm in Council Chambers at the Village of Berwyn Administration Office. Council meetings are open to the public and are also available virtually via Zoom.
