Council Highlights - July 23, 2026

Mackenzie Municipal Services Agency Inwon Nteogwuiga from the Mackenzie Municipal Services Agency provided information for Council and answered questions regarding development permit requests, dwelling types, zoning and the land use bylaw. In response, Council will review the Village of Berwyn Land Use Bylaw at an upcoming Council Meeting. Mainstreet Closure Approved for Berwyn Fiesta Council approved the temporary closure of Mainstreet in Berwyn for the Berwyn Fiesta celebration event on July 30, 2026. Public Works Council directed Administration to obtain quotes to repair the Public Works Shop gate to bring to an upcoming meeting for Council’s consideration, and to auction off the Public Works generator. Resident Letter Council reviewed and discussed a resident letter regarding property tax penalties and directed Administration to follow up with the resident. Personnel and Human Resource Management Policy Update Council reviewed updates to the Personnel and Human Resource Management Policy to ensure it reflects current legislation and best practices. Council directed Administration to apply recommended amendments and bring back to Council for approval. Five Year Operating Plan Council reviewed the Village of Berwyn's 2026–2030 Operating Plan, which outlines Council's strategic priorities and key initiatives for the coming years. The plan focuses on promoting community growth, strengthening municipal sustainability, enhancing regional collaboration, improving communication and resident engagement, and maintaining critical infrastructure and municipal services. Payroll Service Provider Council reviewed information regarding the use of ADP as the Village's payroll service provider and directed Administration to obtain a quote for Council's consideration. Using ADP would improve payroll accuracy, reduce administrative workload, and help ensure legislative compliance. Emergency Back-up Genset Council reviewed a quote for the installation of an emergency backup genset, including wiring, at the pump building, in the sum of $24,180.00 plus GST.  Council directed Administration to obtain further quotes. Donation Request Council reviewed and approved a donation request for the car show at the Berwyn Fiesta.  Temporary Acting CAO Appointment Council approved the temporary appointment of Jatin Saini as Acting CAO from July 18 to July 26, 2026, to provide administrative continuity and transition support while ensuring the statutory duties and responsibilities of the CAO continue to be fulfilled. Information Technology Management Services Council reviewed a proposal from Hi-Tech Business Systems for managed IT (Information Technology) services, outlining options to support and enhance the Village's IT through cybersecurity, system monitoring, and helpdesk services. Alberta Municipalities Convention & Trade Show Council authorized Mayor Nicole Johnson and Councillor Tristan Vander Klok to attend the 2026 Alberta Municipalities Convention & Trade Show in Edmonton from September 23–25, 2026. The annual convention provides opportunities for professional development, networking with municipal leaders and provincial officials, and learning about new programs, services, and best practices that support effective local governance. Utility Bylaw Amendment Council gave second and third readings to Utility Bylaw Amendment Bylaw No. 730. The proposed amendments are intended to clarify responsibilities related to water and sewer infrastructure, strengthen requirements for water meter protection and maintenance, update references to current provincial legislation, and provide greater clarity for both residents and the Village regarding utility services and infrastructure management. 

The next regular Council Meeting will be held on August 26, 2026, at 6 pm in Council Chambers at the Village of Berwyn Administration Office. Council meetings are open to the public and are also available virtually via Zoom.
